CALL TO ORDER:
Supervisor Spellicy called the meeting to order at 7:00 pm. Followed by the Pledge of Allegiance.
NOCCOG: Lisa Bellinger
NOCCOG participated in the 2026 Local Government Conference. Registration is open for the Annual School for Highway Superintendents June 1-3. Syracuse University Environmental Finance Center is hosting three no cost webinars in May. Impact on wetlands webinar is May 28 at no cost through MRB Group and Hancock Estrabrook. NYAOT is launching a new Rural Communities Council. DOJ extended the deadline for ADA website compliance to April 26, 2027. Laird Petrie is hosting a budgeting and accounting training June 18 and 19 at the Tailwater Lodge.
COUNTY LEGISLATURE: Norman Leach
Special Olympics will be held June 5-7 in Utica. They are looking for Volunteers. The County has rented a floor at the Adirondack Bank building for Foster Care workers. Oneida County has hired an Animal Cruelty Coordinator. Sales tax is up 1% in Oneida County which gets shared with Vienna. Chobani project is releasing contracts with the gas line installations with National Grid.
APPROVAL OF MINUTES:
A motion was made by Supervisor Spellicy and seconded by Councilman Smith to approve the April 1, 2026 Town Board Minutes with the corrections of adding “no action was taken at this time” after executive meeting and redacting “the resident is in support of funding, but he explained that if the Town helps fund the Vienna Farmers Market” and adding “relating to the $2,000 request, stated, if the Town is considering giving $2000 to Vienna Farmers Market and The Resident is in support of the Vienna Farmers Market, just not funding only one and not all.

AUDITED VOUCHERS:
A motion was made by Councilman Jordan and seconded by Supervisor Spellicy to approve Abstract 5 of 2026 vouchers to be paid in the amount of $72,414.84.

SUPERVISOR'S REPORT:
Supervisor's Report is filed in the Town Clerk's office and will be posted on the Web Site.
TOWN CLERK /TAX COLLECTOR’S REPORT:
Town Clerk read her report. Monies received for the month totaled $4325.87.
The remaining $290,066.60 taxes were paid to Oneida County Finance. $7051.11 was paid to the Supervisor for penalties, fees and interest. Remaining to be collected $838,494.61.
A motion was made by Councilman Smith and seconded by Councilman Jordan to approve the Town Clerk report.

New York State is now requiring the dog license applications to have a line added for residents to make donations to the local Humane Society. The Town Clerk had the dog license application updated right away and posted on the website.
Councilman Jordan made a motion to transfer $200 from the Town Clerk’s contractual to the General fund for a mishap that happened during tax collection where the drawer came up short. Town Clerk made the taxes whole using the petty cash, so now the Clerk needs to pay back the Town General Fund with the contractual account. There have been steps taken to make sure this does not happen again. Councilman Smith seconded the motion.

Supervisor Spellicy thanked the Town Clerk for catching a few mistakes in the handbook that needed changed. He commended the great teamwork between her and Industrial UI on the handbook and the turnaround time on getting it fixed.

HIGHWAY DEPARTMENT: Superintendent Clayton Conover
Clayton thanked the County for donating 300 sandbags for the flooding we had. A lot of clean up happened on Lakeshore. Last month highway completed OSHA, flagging, and MSHA classes. New Truck that was budgeted has went up $1300 from last years quote because of tariffs. The total right now is $387,399.36 for a 2027 Western Star 49x Cab & Chassis with an Everest plow and body package. By the time they get the truck it could go up another $4,000. I need to get this ordered before the new emissions go into effect.
Clayton asked to advertise for sealed bids for 12 trees that need removed.
Supervisor Spellicy made a motion to advertise for sealed bids for the removal of 12 trees to be opened on June 2. and Councilman Smith seconded the motion.

COUNCIL REPORTS:
Supervisor Spellicy:
During the flooding, the new text.gov was being used and a lot of residents signed up to get text messages. Emergency Management had bags of sand delivered within 2 hours. Lakeshore was only closed for a little over a day.
A meeting is scheduled with Canal Corp May 21st. Members of Sylvan Beach will be joining. They will contact Oneida Nation also to invite to the meeting.
The County and FEMA will not be assisting residents with sea wall or beach repairs. The DEC did ask that residents repair their properties to where it was before the flooding.
The old North Bay Elementary School was sold to a private entity which has the intent to change into apartments.
A resident voiced their concern about speeding on Cove and Fels roads asking for speed humps. Clayton suggested to used the mobile speed sign to see what speed people are going on Cove Road. Supervisor Spellicy agreed.
Oswego Road Bridge did not receive any bids so the work is being postponed until next year.
Water Project had a few minor adjustments with BCA for the cost of grant funding. Stefanik’s office was unable to forward a request for more funding.
The request for $2000 funding to help pay for advertising for the Vienna Farmer’s Market can not happen because a Town cannot fund a private business. The Town received a letter from the North Bay Fire Department stating that the Fire Department did not give permission to the Vienna Farmer’s Market to place a building on the property. The letter was given to the Codes Officer and sent to ZBA secretary. The building will not be going on the Fireman’s Field.
A resident complained about the Vienna’s Farmers Market advertisement on the website. It was taken down immediately. We will get a listing of all farmer’s markets/ farm stands in Vienna and make a drop down listing just as an informational piece for residents.
ARPA, State and Local funding final report was completed on May 1, 2026.
Audit of understood procedures was completed in April. An email was received today that the report is being completed and the draft will be sent out by next week. The Board will have a chance to go over and ask questions to the auditor before the final version is complete at which time the Board will release the audit to the public.
Martin Handler is now seated at the bench and that makes us complete in the Court.
A gentleman with the USDA for the European Cherry Fruit Fly came into the office needing a signature because they did not receive the signed copy that was previously emailed. Carol was given permission to sign form because it was already approved by the board previously.
Sea Lamprey Control- a resident alerted the Supervisor that people were knocking on doors asking if they could test water and giving them information about the Lamprey. They never notified the Town Supervisor that they were coming. Spellicy reached out and the response he received back was they were here on a Friday and nobody was here. DEC pushed back the chemicals for the Sea Lamprey until after the spawning of Sea Sturgeon.
We are looking into having an electronic recycling event that would be free to residents.
Youthful Seniors held the luncheon that was cancelled in December. Supervisor Spellicy and Councilman Smith both attended. The Spaghetti Factory supplied the Prime Rib.
Councilman Smith:
Attended the ZBA Public Hearing for the special use permit for the Vienna’s Farmer Market. A lot of other farmers markets were against having the daily concession stand. The market will, however continue its weekly events.
Attended the Planning Board meeting, next meeting is scheduled for May 21st. Still working on Old Homes Days and the Memorial Day Parade.
OLD BUSINESS:
UDIG: A resident reached out to the Supervisor that was interested, but has not turned in any paperwork. Tickets are still being taken care of by Sylvan Beach for now.
NEW BUSINESS:
RFPs received for a partial Highway Garage Roof that was put on in 1992, which is the shop and office areas.
Campany Roofing submitted an RFP using American Weatherstar Met-A-Guard with a 5-year workmanship warranty and a 10-year material warranty for $30,730.77. Also included their certificate of liability insurance. Supervisor Spellicy read through the RFP.
SJBS Construction Inc. Rosco’s Roofing, submitted an RFP for a new roof system, with a 20-year warranty for $97,000 to $121,000 due to the process of how the roof can be put on by screws or glue. Supervisor Spellicy read through the RFP.
Discussion included questions about any inspections done for damaged insulation or wood. The different roofing systems compared to warranties and cost as to spray coating or a complete roofing system over the existing. What is the load of the roof with another roof on top? What will happen to the bad spots in the roof with just a coating? Rosco’s roof included an insulation and Campany does not include insulation that needs replaced. How does ice and snow work with the roof? Campany did work with the Town previously to replace the Town Hall roof. There are week spots in the roof that might need replaced with some new metal.
Councilman Smith suggested spending the $30,000 now and use the remainder of ARPA to replace any damaged insulation and look at saving money for a new roof in the future.
Councilman Jordan agrees with the Campany coating.
ARPA money available is $65,000 to use towards the roof costs.
Councilman Smith made a motion to accept the RFP from Campany for $30,000. and Councilman Jordan seconded the motion.

Application for Codes Officer:
We did receive one person interested. We would like to keep advertising to try and get more candidates before making any decisions.
Councilman Jordan made a motion to advertise in the Rome Sentinal deadline being May 28th. Councilwoman McEwan seconded the motion.

PUBLIC CONCERNS/COMMENTS:
Rick Mansfield: Are residents in the flood zone aware that they need flood insurance? Also, are the people at the farmer’s field considered a business? Do they pay rent and do they have a permit?
Answer: The Fireman’s Field is not allowed to have a business on the field. The Codes Officer does check the Vienna Farmer’s Market to make sure that everything is good. They do not need a permit. Fish Creek Area does have the capability to have flood insurance.
Steve Carpenter: 225 years of Vienna, everyone needs to do something about 225 years. It is worthy of celebration. A community needs to be developed. We need the generations to talk to each other. We need a celebration committee. We need a sign that shows 225 years. Need fireworks, music and picnics.
Pete Laserno: California Road needs some work. Clayton replied that it will be repaved this year.
Mike Piper: Will the town raise the mileage being paid because of gas prices? Answer was no, we follow federal guidelines.

ADJOURNMENT: Councilman Jordan made a motion to adjourn the meeting at 8:44 pm and Supervisor Spellicy seconded the motion and all were in favor.
