CALL TO ORDER:

Deputy Supervisor Spellicy called the meeting to order at 7:00 pm. Followed by the Pledge of Allegiance.

 

NOCCOG: John Healt

NOCCOG is asking municipalities to complete a survey. Tug Hill Commission meeting is June 16 at 10:00 am at the Town of Champion Municipal Offices. NYSLTAP free webinars will be Erosion, Ditches, and Storm Sewers, Asset Management, and Guiderail. NOCCOG Executive Committee to meet on June 26, 2025. Roles of the Zoning Board in Community Development webinar is on June 26, 2025. The 2025 consolidated funding application is open through the Regional Economic Development Council Initiative. There will be a Land Use Leadership Alliance Training in Watertown June 16th, 17th and 23rd.

AUDITED VOUCHERS:

A motion was made by Councilman Spellicy and seconded by Councilman Lamb to approve Abstract 06 of 2025 vouchers to be paid in the amount of $61,432.68

Town Clerk read her report. Monies received for the month totaled $4124.47

 

A motion was made by Councilman Smith and seconded by Councilman Lamb to approve the Town Clerk report.

HIGHWAY DEPARTMENT: Superintendent Clayton Conover

Clayton requested permission to put an ad in the paper for sealed bids for 16 trees to be removed from various roads.

Councilman Spellicy made a motion to have the Town Clerk to put an ad in the paper for sealed bids to be turned in for the next Town Board meeting on July 2, 2025 for the removal of 16 trees. Councilman Lamb seconded the motion.

Two trees were taken down for Mrs. Goris. The Generator is hooked up with the electric, but the propane is not currently hooked up yet. Mowing is also being done. NY State does not have Vienna on their radar for paving.

 

Clayton also asked if we could advertise for sealed bids for 20 Ash Trees that are all dead at 170 Orchard Drive.

 

Councilman Spellicy made a motion to have the Town Clerk to put an ad in the paper for sealed bids to be turned in for the next Town Board meeting on July 2, 2025 for the removal of 20 Ash trees. Councilman Lamb seconded the motion.

COUNCIL REPORTS:

Councilman Smith reported that the Memorial Day turn out was great. He thanked North Bay for preparing the food, Mary Beth McEwen for organizing the face painting, and the Middle School Band. Old Homes Days is August 2nd.

 

Councilman Lamb talked about the Sea Lamprey letter being worked on.

 

OLD BUSINESS:

 

There will be a Public Hearing on June 25th at 7:00 pm at the Town Hall for the Old Preston Hill Road conducted by the County. The Town will still own the road, but not maintain the road.

 

Handbook discussion will be tabled to next meeting when more councilman are here.

Possible Local Law 3 of 2025 Operating Fees schedule changes and, Possible Local Law 4 of 2025 Peddler’s and Hawker’s Licensing changes were tabled until next meeting when more Council members are present.

 

PUBLIC CONCERNS/COMMENTS:

William Shaughnessy Jr presented new T-shirts for the Old Homes Days he is working on to possibly sell and/or give away during the event.

 

Kenneth Duda asked what the noise ordinance is for the Town because there is construction and junk yards on Salzman Road that are creating loud noise early in the morning or late at night. There is also a property across the road from his house that is cooking something during the night outside. Troop D has been called with nothing being done.

 

Councilman Lamb suggested to contact Law Enforcement. Councilman Spellicy reiterated how a Constabulary would be able to enforce Town Law unlike the State Police.

 

Councilman Spellicy informed everyone that D’Arcangelo will be here on June 26th at 3:00 to go over the 2023 and the 2024 Audit results and the Public is invited to come.

Councilman Spellicy made a motion to adjourn the meeting at 7:29 pm and Councilman Lamb seconded and all were in favor.
